HSE training for construction sites in Pakistan
Construction is one of the highest-risk industries in Pakistan. This guide covers the training site teams need and how to make safe habits last.
By Tahseen Hassan. 3 November 2026.
Construction sites in Pakistan combine work at height, heavy machinery, excavation and long hours in extreme heat. Many workers are hired through subcontractors and change from project to project.
Good HSE training reflects this. It is short, practical, delivered in the language workers use and repeated throughout the project.
The main risks and the training they need
Falls from height: Safe use of scaffolds, ladders, harnesses and edge protection
Excavation and trenches: Shoring, safe access and keeping loads away from edges
Electrical work: Isolation, temporary supply and safe cable routes
Plant and vehicles: Banksman signals, exclusion zones and reversing
Heat: Recognising heat stress, water, shade and work-rest cycles
What works on Pakistani sites
- Training in Urdu or Punjabi, with pictures and demonstrations rather than long text.
- Short toolbox talks at the start of each shift.
- Supervisors who lead safety conversations, not only enforce rules.
- Subcontractor workers included in every induction.
- Behaviour-based observations, with feedback on safe and unsafe acts.
People on site copy what their supervisor does, not what the poster says.
A training plan for a construction project
- Site induction for every worker before they start.
- Daily toolbox talks on the day's main risks.
- Safety leadership training for supervisors and foremen.
- Permit-to-work training for high-risk tasks.
- A heat stress plan before summer.
- Refreshers whenever the work or the workforce changes.
Common questions
### How long is the training?
Our programmes run for 1 to 3 days, for groups of up to 25. Toolbox talks and refreshers are shorter and run on site.
### Can training be delivered on site?
Yes. We deliver on site anywhere in Pakistan, or at your offices.
### Is training available in Urdu?
Yes. Our trainers deliver in English, Urdu or a mix, and can adapt to other languages.
### Should subcontractors be included?
Yes. Most incidents involve the wider workforce, so everyone on site should receive the same core training.
### Who should attend first?
Start with supervisors and foremen. They set the standard their teams follow.
